The Real Cost of Contract Manufacturing: What Your Quote Should Include (And What It Shouldn't)
No hidden fees. No surprise invoices. A transparent breakdown of what you're actually paying for when you manufacture skincare and personal care products. One of the most disorienting moments for any brand founder is opening a manufacturing quote and realizing you have no idea what you're looking at. One factory quotes 1.80 p e r u n i t . A n o t h e r q u o t e s 1.80perunit.Anotherquotes3.50 for what seems like the same product. A third sends a spreadsheet with 15 line items you've never heard of. Is the cheaper factory a bargain? Is the expensive one overcharging? Or is something being left out of the cheaper quote that will come back to haunt you later? After 11 years of manufacturing for brands across the US and EU, we've seen the confusion that opaque pricing causes. We've also seen the disasters that happen when brands choose a manufacturer based on an incomplete quote, only to be hit with "unexpected" charges later. This article is our attempt to demystify contract manufacturing costs—so you can compare quotes intelligently, budget accurately, and protect your business from costly surprises.
Why "Price Per Unit" Alone Is a Dangerous Number
A single per-unit price is the most common way factories present their quotes. It's also the most misleading. Without understanding what's included and excluded, that number is meaningless.
What we've seen happen:
A brand received two quotes for a 30ml facial serum:
- Factory A: $1.95 per unit
- Factory B: $2.80 per unit
The brand chose Factory A. Then the additional invoices started arriving: 1,200forstabilitytesting,1,200forstabilitytesting,800 for MSDS preparation, 950forpackagingcompatibilitytesting,950forpackagingcompatibilitytesting,600 for labeling compliance review. Suddenly the effective cost was well over $3.00 per unit—and the relationship was poisoned by the feeling of being deceived.
Factory B had included all of those items in their original quote. They didn't win the business because their transparency made them look more expensive.
The lesson: A responsible manufacturer's quote may look higher at first glance because it's honest. An irresponsible one hooks you with a bare-bones number and monetizes the "extras" later. When comparing quotes, demand a detailed breakdown of what's included.
What a Complete Manufacturing Quote Should Include
Here's our approach to quoting—and what we believe every brand should expect to see in writing before committing to a production run.
1. Raw Material Costs
This is the largest variable in any formulation. Two creams may look identical but have vastly different costs depending on the quality and concentration of active ingredients.
What should be transparent:
- The grade and source of key ingredients (pharmaceutical grade, cosmetic grade, organic certified, etc.)
- Whether the quote assumes standard or premium versions of actives
- If a specific ingredient is subject to market price volatility (e.g., certain natural oils), how that will be handled
We specify the exact percentage and grade of active ingredients in our quotes. If your formula contains 10% vitamin C, the quote reflects that. If a competitor quotes the same product at half the price, they may be using 2% vitamin C—and the consumer will absolutely feel the difference.
2. Packaging Costs
Packaging is frequently the second-largest cost driver, yet many quotes are vague about it.
What should be specified:
- The exact packaging component (airless pump, glass jar, aluminum tube, etc.) with specifications
- Whether the price includes closures, pumps, caps, and any secondary packaging (cartons, inserts)
- Tooling or mold fees for custom packaging, if applicable
- Unit price at different quantity tiers
We source packaging through our vetted supplier network and pass transparent pricing to you. If you prefer to supply your own packaging, we'll tell you exactly what specifications we need and what to expect in terms of fill line performance.
3. Manufacturing and Filling Costs
This covers the actual production labor, equipment time, and facility overhead. It's influenced by batch complexity: a simple body wash is faster and cheaper to produce than a multi-phase emulsion that requires extended homogenization and cooling stages.
What should be transparent:
- Setup and cleaning costs per batch
- Filling, capping, labeling, and cartoning costs per unit
- Any line changeover fees, especially for smaller runs
Our 2,200 m² facility and 35-million-unit annual capacity allow us to optimize production scheduling. We don't hide setup fees; we tell you upfront what they are and why they exist.
4. Quality Control and Testing
This is the area where "hidden costs" are most common—and where cutting corners is most dangerous.
A complete quote should include or clearly state the cost for:
- In-process QC checks (viscosity, pH, appearance, fill weight)
- Finished product testing (microbial analysis, preservative efficacy)
- Stability testing (accelerated and/or real-time)
- Certificate of Analysis for each batch
Our quotes include all standard QC testing. We explain which tests are included and which specialized tests (e.g., SPF determination, clinical efficacy studies) would be additional, with exact pricing. Under ISO 22716 and GMP, quality control isn't optional—it's built into our process and our pricing.
5. Regulatory and Export Documentation
For brands selling into the US and EU, documentation isn't a nice-to-have; it's the legal ticket to market entry.
What should be included or clearly priced:
- MSDS (Material Safety Data Sheet) preparation
- CPNP notification support documentation
- FDA compliance documentation
- Product Information File (PIF) support
- Free sale certificates or other export documents, if needed
Our technical team prepares this documentation as part of our standard service package. We tell you exactly what's included and what, if anything, requires additional regulatory consultation.
6. Sampling and Development Costs
Some factories charge heavily for samples, treating them as a profit center. Others provide them at cost as part of the development relationship.
Questions to ask:
- Are initial samples free, charged at cost, or marked up?
- How many revision rounds are included before additional fees apply?
- Is the sample cost credited against a future production order?
We invest in sampling because we're investing in the relationship. Our sample costs are transparent and often credited when you proceed to production.
7. Shipping and Logistics
Freight is a separate world with its own cost structures, but your manufacturer should help you navigate it rather than leaving you to figure it out alone.
What should be clear:
- FOB (Free on Board) vs. CIF (Cost, Insurance, Freight) pricing
- Estimated freight costs for air vs. sea shipping to your destination
- Pallet configuration and container loading estimates
- Whether the manufacturer will coordinate with your freight forwarder
We work closely with trusted logistics partners and provide realistic freight estimates so you can budget your total landed cost—not just the ex-factory price.
The Hidden Costs of Choosing the Wrong Manufacturer
Beyond the items listed above, there are costs that never appear on any invoice—because they result from choosing a manufacturer who can't deliver.
- Reformulation costs: If your manufacturer can't scale your formula or maintain batch consistency, you'll pay a new factory to re-develop it from scratch.
- Recall and return costs: A single contaminated batch can cost more in returns, reputation damage, and regulatory penalties than years of manufacturing.
- Opportunity cost of delays: Missing a Q4 holiday launch because your manufacturer couldn't deliver on time can mean an entire year of lost revenue.
- Brand equity erosion: Consumers don't care that your manufacturer made a mistake. They associate the bad experience with your brand, and they don't come back.
When you factor in these risks, a slightly higher unit price from a certified, experienced, transparent manufacturer is not a cost—it's insurance.
Our Commitment to Transparent Pricing
After 11 years, we've learned that the most successful brand-manufacturer relationships are built on complete financial transparency. When you request a quote from us, here's what you'll receive:
- A detailed, line-by-line cost breakdown
- Clear indication of what's included and what's optional
- Quantity price breaks so you can plan for growth
- No hidden fees, no surprise invoices, no "we forgot to mention" add-ons
Our certifications—FDA registration, ISO 22716, GMP—mean our facility operates to standards that require rigorous documentation and quality control. Those standards are reflected in our pricing, and we're proud to explain exactly where your investment goes.
